eBay Quietly Builds UK Electronics Verification Operation

eBay appears to be quietly building an electronics verification operation in London, raising questions about whether the marketplace could be preparing a new service for used and refurbished tech.

A new Electronics Specialist role under eBay's Trust, Safety & Fraud organization calls for workers to run diagnostic software on electronic devices, including battery health and carrier status checks, inspect items to make sure their description and condition are consistent and report counterfeit items with specific findings.

The role also calls for assessing multiple devices at once and lists experience in electronics inspection, refurbishment or repair among the preferred backgrounds.

A second post for a Warehouse Associate says the employee will receive and inspect incoming stock, “support the electronics verification process” by preparing items for review, manage stock through internal systems and pack items for shipment.

eBay has also been expanding Authenticity Guarantee into new categories and markets. A separate Program Manager, Authentication role currently open in London says the company is “expanding the reach” of its authentication infrastructure and plans to bring AG to more customers in new categories.

Archived copies of a now-closed US Operations Training Lead role for eBay Authentication Operations listed Electronics among workflows supported at Authenticity Guarantee facilities alongside Warehouse, Toys and Trading Cards.

If that sounds familiar, fast-growing UK rival Vinted currently offers buyers an optional Electronics Verification service for a £5 per item fee, checking eligible devices for functionality, condition and authenticity before they are sent on to the buyer.

The Competition and Markets Authority's recent review of eBay's Depop acquisition showed how dramatically Vinted has changed the UK secondhand landscape.

As Value Added Resource recently reported, the CMA estimated Vinted grew from just 5-10% of UK consumer-to-consumer apparel GMV in 2021 to 50-60% in 2025. Over the same period, eBay fell from 30-40% to 10-20%, while Depop dropped from 10-20% to 0-5%.

New CMA data shows Vinted at 50-60% of UK C2C apparel GMV as eBay and Depop lost ground.

The regulator also revealed internal documents showing both eBay and Depop considered Vinted their closest and strongest competitor, paying particular attention to its fee-free selling model and heavy marketing spend.

The documents also showed eBay had responded directly to Vinted's growth in fashion, including with changes to seller fees.

But buying a used phone from a private seller carries a different set of risks than buying a secondhand shirt. Vinted's service checks functionality, condition and authenticity before the item reaches the buyer, while eBay's new job ads describe many of the same checks.

eBay has spent years putting tighter limits on who can list electronics in refurbished condition across the US, UK and other markets. The company added mobile phones to its gated Certified Refurbished program in 2021, requiring sellers to meet additional eligibility and product standards before they could use its Certified Refurbished condition.

The company later partnered with Phonecheck to add independent diagnostics and certification to eligible refurbished phones. More recently, eBay has continued removing or restricting generic "Seller Refurbished" conditions in some markets while encouraging sellers to move into its more tightly controlled refurbished programs.

The UK Refurbished program puts the onus on qualifying sellers to make sure products are inspected, cleaned, tested and graded to eBay's standards. That work overlaps with much of what eBay describes in the new Electronics Specialist role.

eBay has recently been warning sellers about new requirements involving energy labels and product information for some smartphones and tablets, the EU Common Charger Directive and Right to Repair rules that add new obligations for business sellers of electronic goods.

Those regulations don't require eBay to inspect devices itself, and private sellers don't face all of the same obligations as businesses. But for professional sellers, the combination of eBay's own refurbished standards and a growing regulatory workload increases the cost and complexity of getting used electronics ready for sale.

eBay recently lost the partners behind its Consignment programs in both the UK and US. Its UK program ended after sole partner Luxe Collective closed, while the US program is winding down after Poshmark acquired facilities used by longtime eBay consignment partner Linda’s Stuff. In both cases, the partner handled receiving and storing inventory, authentication, listing and fulfillment.

The UK Trade In program also relied on an outside partner. eBay launched Trade In in the UK with Fonehouse in December 2024, offering instant valuations for phones and other old tech that consumers could send in for inspection, secure data erasure and refurbishment before being resold through the Fonehouse eBay store.

The dedicated trade-in.ebay.co.uk site used for that program is no longer active and now redirects to eBay’s regular selling page. Fonehouse still sells refurbished phones on eBay and continues to operate its own trade-in service.

As of publication, eBay has not announced any change to the UK Trade In program or explained why the dedicated site was removed.
