eBay UK Drops PayPal For Royal Mail Labels
eBay UK has removed PayPal as a payment option for Royal Mail shipping labels, the latest in a series of changes giving the marketplace more control over how sellers pay for and purchase postage.
The company announced the change September 7, the same day it took effect, saying sellers who buy Royal Mail labels on eBay will now need to use available eBay funds instead. If those funds are not enough to cover the label, sellers will need a payment method such as a debit card or bank account saved to their wallet.

Simple Delivery is not affected since eBay already handles payment and provides the label under that managed shipping program, which is now required for most eligible private seller transactions in the UK.
Business and private sellers who purchase Royal Mail labels separately through eBay are affected, though some had already been seeing warnings about the coming change for weeks.
One Business Seller Board discussion began August 7 after a seller received a notification while buying a label. The seller said using PayPal made bookkeeping easier and raised concerns about how payments split between eBay funds and backup payment methods would be handled.
I currently use PayPal as it makes it a lot easier for accounting purposes, can easily download a file with all the payments. Paying from eBay funds can get complicated when funds haven't cleared, or there's insufficient funds to cover labels cost.
Splitting payments across sources is even worse to account for. Presumably if there's not enough funds it'll be charged to my card on file. I guess I could withdraw every day before I buy labels & force it to charge my card.
Another business seller raised similar concerns this weekend, saying PayPal was linked to the bank account used with their accounting software. Purchasing postage directly from Royal Mail would avoid the problem, but could mean giving up additional protections eBay now provides when sellers use its labels.
eBay expanded protections again last month for eligible sellers who ship on time using eBay labels, saying it would handle refund requests for some delayed deliveries and protect seller ratings. Since October 2025, sellers using eBay labels have also been eligible for reimbursement when an Item Not Received claim is refunded but tracking later shows the package was delivered.

Sellers can still buy postage elsewhere, but doing so may mean missing out on those additional protections.
The UK isn't the first market where eBay has moved shipping label payments away from PayPal. In February, eBay Germany announced PayPal would be removed as a payment option for Deutsche Post and DHL labels beginning March 16. Sellers were instead encouraged to pay directly from their eBay balance, with a saved payment method covering any shortfall.
France and Italy appear to have made similar changes around September 1, when eBay expanded its fee-free private seller model to both markets.

Current eBay help pages for both countries say labels purchased directly on the marketplace are paid using eBay funds and explicitly state that PayPal is not supported. France currently offers direct eBay labels for La Poste, Colissimo and Mondial Relay, while Italy lists Poste Italiane, BRT and InPost.
The timing coincides with eBay moving French and Italian private sellers to its new eBay Balance system on September 1, allowing sales proceeds to remain on the platform and be used for purchases, shipping labels and other expenses rather than being automatically paid out to a bank account.
But the PayPal restriction does not appear to be limited to those fee-free private sellers. The shipping label help pages apply generally and eBay's professional seller resources direct business sellers through the same funds-first payment process. That does not appear to extend to all eBay-linked shipping options, with Packlink's eBay Shipping platform still accepting PayPal in both countries.
Italy also provides a particularly clear before-and-after. An older version of the country's help page said labels could be paid by credit card or PayPal through the eBay Shipping Manager, while the current version now says PayPal is not supported. eBay has not published a separate announcement giving an exact cutoff date for the French or Italian changes.
Australia had also previously allowed PayPal to be used for eBay label charges, while its current system deducts postage from sales proceeds or uses a payment method on file. The exact date of that transition is unclear, but it predates the latest European changes.
The payment changes come as eBay is increasingly inserting itself into shipping rather than simply providing a marketplace where sellers choose how to fulfill their own orders.
In the UK, Simple Delivery has expanded from fashion into most eligible private seller categories, with the buyer paying eBay for shipping and eBay supplying the seller's label. The company raised some Simple Delivery rates September 1, introducing higher charges based partly on the final sale value of the item.

CFO Peggy Alford said earlier this year eBay planned to expand managed shipping initiatives to drive additional revenue. By Q2, shipping revenue was growing at a double-digit year-over-year rate and a majority of UK consumer-to-consumer transactions were already being processed through Managed Shipping. eBay also listed shipping along with advertising and financial services as a positive contributor to take rate.
The company recently hired longtime Walmart and Amazon supply chain executive Andres Gonzalez as VP and GM of Global Shipping and Authentication, with Gonzalez describing both areas as "must-win priorities" for eBay.
eBay is replacing the Global Shipping Programme with eBay International Shipping in the UK and began expanding the program to Germany this month, taking over more of the delivery process, customs handling, claims and returns after sellers send packages to a domestic hub.
eBay is also trying to drive more sellers toward its labels in markets where they aren't required. US sellers using calculated shipping are currently being nudged to pass eBay's discounted label rates through to buyers, with the company telling selected sellers that discounted rates will become the default on eligible listings October 1 unless they opt out. To actually receive those rates, sellers have to purchase the corresponding labels through eBay.
For now, eBay's US help pages still say FedEx and UPS labels are paid from seller funds or an on-file payment method, while USPS labels can still be paid with PayPal. There is no indication that option is scheduled to be removed, but the UK change makes a similar move in the US harder to dismiss than it was six months ago.
eBay has also been testing Managed Shipping with select US sellers, where buyers pay an eBay-set shipping charge and sellers receive a prepaid label rather than purchasing postage themselves.
