The eBay selling community lit up with dread and panic after a recent User Agreement update hinted at Managed Shipping coming soon to the US - here's what we know so far.

The new User Agreement, which goes into effect June 28, 2026, contains a new Shipping section with vague legalese leading to a lot of customer confusion.

While some of those terms may apply to existing offerings like eBay International Shipping and authenticated sneakers, it also appeared that eBay was hinting at a Managed Shipping option coming to the US as part of broader global consumer to consumer selling efforts - similar to Simple Delivery in the UK and new shipping policies for fee-free selling in Australia.

eBay has been surveying US seller sentiment on the topic since last year.

My take away was that any Managed Shipping program for the US will likely be part of expanding C2C efforts and if so, it would only apply to sellers who meet whatever criteria eBay may set for that program, not to all sellers on the platform.

Despite the concern that this User Agreement update has created, unfortunately eBay has not yet officially announced further details about Managed Shipping for the US or engaged directly with their sellers in the eBay community forum - nor have they responded my request for comment sent after the UA update release.

However, CasaChic Consignment owner and eBay Seller Circle host, Julie Shapiro, has posted a video with more details she was able to glean from speaking to her contacts at eBay.

Here's what Julie said she found out from eBay:

The recent User Agreement update is being made to accommodate new shipping options that are likely coming to eBay.

Under the system, eligible listings will have an eBay shipping rate, the buyer pays that shipping amount, and those funds will be used to generate a pre-paid shipping label for the seller. Instead of purchasing your own label, you'll just get the label emailed to you, and you send it.

According to eBay, once a package is accepted by the carrier, eBay takes responsibility for shipments that are lost in transit. They also cover damaged shipments...

...In addition, eBay says sellers will be protected from delivery related feedback as long as the package was accepted by the carrier within their stated handling time...

...It's also important to understand that this is not being rolled out to everyone right away...

...eBay is currently testing a promotion with invited sellers in select zip codes in New York, New Jersey, Connecticut, and Pennsylvania. The test is limited to certain clothing, shoes and accessories, and jewelry listings priced at $200 or less.

Julie's description of the test group for this Managed Shipping solution lines up with a promotion eBay ran in March offering limited time "fee-free" selling in select categories for sellers in that same Northeast region.

The $200 price cap also lines up with additional language on eBay's Managed Shipping Terms and Conditions page which states that coverage for loss or damage is limited to $200.

Hopefully eBay will communicate directly with sellers about this update soon - they did not take the opportunity in last week's Seller Check In but will have another chance in the June Seller News update which is likely to be released next week.

Until then, US sellers who have not been selected to participate in this limited test will continue to have the same shipping options currently available to them.
