Pirate Ship Stops Rate Change Alerts As eBay Warns Of More USPS Shipping Changes
Shipping rates are changing so frequently that Pirate Ship is giving up on notifying customers about routine price adjustments, while eBay is warning sellers of yet another round of USPS Ground Advantage changes taking effect October 25, just one week after the latest geographic pricing overhaul.
Pirate Ship sent customers an email October 20 announcing the decision, saying carriers are now changing rates multiple times per week and the company no longer wants to overwhelm customers with constant notifications.
We’ve always emailed you ahead of time about rate changes… but carriers are starting to change rates multiple times per week. We know you don’t want to hear from us that much, so we’re gonna stop 😬
The company blamed the growing frequency of changes on a broader shift toward dynamic pricing, where carriers use algorithms to determine shipping rates instead of relying on traditional rate sheets.
Pirate Ship says it will still send notifications about major service changes, temporary peak season increases and holiday shipping deadlines, but customers will now need to use its online rate calculator to check current prices for individual shipments.
That's a notable change from the company's previously published policy, which was updated as recently as June 8 and promised to notify customers as soon as carrier rate increases were announced so they could prepare.
eBay also warned sellers October 22 that negotiated USPS Ground Advantage rates available through eBay Labels will change again October 25, with increases and decreases depending on package weight, shipping zone and destination.

But unlike some previous announcements, eBay provided no specific dollar amounts, weight-based rate changes or rate charts, leaving sellers with less than three days' notice and no way to determine exactly how much their shipping costs will change until updated prices are available.
eBay acknowledged the frustration and uncertainty created by frequent changes, telling sellers:
With rates changing so often, it can be difficult to know what to expect from one shipment to the next.
The company recommends checking current shipping costs when creating listings, using its shipping calculator and switching to calculated shipping so buyer-facing charges automatically adjust when rates change.
eBay sellers have been playing whack-a-mole with negotiated USPS rates for months, beginning with surprise Ground Advantage discounts in June that were followed by multiple rounds of targeted increases and decreases in July, August and September.
Some of those adjustments have come with very little warning. In August, eBay notified sellers after an increase had already taken effect, while another round announced September 18 gave sellers just one day's notice before Ground Advantage and Priority Mail rates increased September 19.
Temporary holiday rate increases took effect October 4, followed by a new geographic pricing structure for Ground Advantage October 18 that replaced the previous standard and rural classifications with four pricing groups based on destination ZIP codes.

eBay initially provided the new classifications without actual rate cards showing which shipments would become more or less expensive, although updated prices became available through its label purchasing interface shortly before the changes took effect. Those rates are now being adjusted again just seven days later.
These negotiated USPS rates can change independently of published retail and commercial pricing, allowing eBay and other shipping platforms to offer different discounts and adjust prices outside the regular postal rate schedule.
UPS and FedEx also use variable fuel and demand surcharges to adjust shipping costs, with both carriers implementing higher residential holiday surcharges starting October 25 and 26, respectively.

Shipping platform ShipStation recently explained how FedEx residential demand charges can vary weekly based on customer shipping volume and peak-season activity, while USPS pricing changes are more likely to be incorporated directly into the postage rates sellers see.
eBay has been pushing sellers to pass discounted shipping rates along to buyers, including an October 1 change that made discounted rates the default for eligible calculated-shipping listings unless sellers opted out.
Calculated shipping can automatically adjust buyer-facing charges when negotiated rates change, but sellers offering free or flat-rate shipping still have to account for delivery costs when setting their prices, even though those costs may change before the item sells.
