eBay is changing how USPS Ground Advantage shipping rates are calculated starting October 18, introducing new geographic pricing groups that include more than 7,600 ZIP codes previously subject to standard pricing.

The company announced the update in the eBay Community, saying USPS will replace its existing standard and rural pricing classifications with three geographic groups, B, C and D, in addition to standard rates. eBay says rates may increase or decrease depending on the destination ZIP code, but that the changes are not an overall rate increase and most buyers will not see higher shipping rates.

The new pricing applies only to Ground Advantage, with no changes to Priority Mail rates at this time, and USPS may periodically adjust the geographic rates in the future.

USPS is updating how it prices some domestic shipments. Today, these shipments use two rate groups: standard and rural. Under the new geography-based pricing structure, USPS will use three rate groups for Ground Advantage shipments, based on the package’s destination ZIP code, in addition to standard rates.

eBay has published a reference list of ZIP codes assigned to each group, but has not provided the actual rate cards or any examples showing how much postage will cost under the new system, leaving sellers unable to determine which destinations may become more or less expensive. ZIP codes not included in any of the three groups will continue to qualify for eBay's standard discounted shipping rates.

Value Added Resource compared all 25,491 ZIP codes in the new groups against the February 23, 2026 rural list, finding an exact match between the 17,866 previously rural ZIP codes and the combined Geo C and Geo D groups, with no additions or omissions. Meanwhile, Geo B contains 7,625 additional ZIP codes that were not on the rural list and previously fell under standard pricing.

USPS introduced separate pricing for rural ZIP codes in September 2024, affecting discounted rates available through multiple marketplaces and shipping providers. While eBay has announced the latest changes, the new geographic pricing could extend to other platforms using the same underlying rate structure.

USPS Zip Code Rate Increase Mimics Rural Delivery Surcharge For Priority Mail & Ground Advantage
USPS is increasing rates for Priority Mail & Ground Advantage in 17,000+ zip codes, prompting questions about rural surcharges & discrimination.

For example, when eBay announced another round of USPS rate increases effective September 19, the company specifically noted those changes did not apply to rural ZIP codes. Ground Advantage rates increased by $0.10 for packages up to 2 lbs and between $0.27 and $2.28 for packages weighing 3–5 lbs across Zones 1–8, while rural destinations continued under their own pricing structure.

More recently, eBay's September 28 announcement about temporary holiday shipping rates said most Ground Advantage packages up to 20 lbs in Zones 1–8 would not see an increase when purchasing labels through the marketplace, but shipments to rural ZIP codes would be charged commercial rates. The announcement linked directly to the same February 2026 rural ZIP code list used in the comparison, confirming eBay was still using the previous classifications less than three weeks before the new geographic pricing takes effect.

It's not yet clear whether the new Geo B rates will be higher or lower than the standard pricing those destinations previously received, or how Geo C and D will compare to the existing rural rates.

Testing the eBay Labels purchasing interface with three actual orders, one from each of the new Geo B, C and D groups, found no difference in postage costs when selecting shipping dates before or after the October 18 change.

Each order was checked at 1 oz, 5 lbs and 20 lbs, comparing rates for October 16 against October 19 while keeping the origin and destination addresses, package dimensions and weight identical. All nine comparisons returned the same prices regardless of the selected date, suggesting eBay may not yet have updated its label purchasing system to reflect the new rates.

In previous rate updates, eBay has told sellers that new prices would automatically appear in the shipping calculator when they took effect, including an August 22 adjustment that lowered rates for select Ground Advantage and Priority Mail shipments without disclosing specific dollar amounts in advance.

eBay has been encouraging sellers to pass discounted label rates along to buyers and says the new destination-based pricing will automatically be reflected in calculated shipping. But sellers offering free or flat-rate shipping still have no way to determine whether they need to account for higher postage costs when setting their listing prices.

Value Added Resource has requested additional information from eBay about the new rate cards and whether sellers will be able to preview the updated prices before October 18. No response has been received as of publication.
