eBay Advises Sellers Of July USPS Changes, Including New Support For Irregular & Non-Standard Packages

eBay put out an announcement today advising of USPS rate changes coming July 13th and introducing new capabilities for sellers shipping irregular or non-standard packages.

July 2025 USPS Rate Changes

The United States Postal Service has announced rate changes effective July 13, 2025.

The updated rates for First Class Mail and eBay Standard Envelope will be:

  • 1 oz $0.74
  • 2 oz $1.03
  • 3 oz $1.32

Priority Mail, Priority Mail Express and Ground Advantage will now assess a $4.00 fee for Nonstandard Characteristics. This fee will apply to packages with these criteria:

  • Cylindrical tubes or rolls
  • A can, or wooden or metal box
  • A parcel containing more than 24 oz of liquid in glass containers, or 1 gallon or more of liquid in metal or plastic containers
  • Other (e.g. parcels prepared under DMM sections 601.3.0 and DMM 601.4.0 with contents that may cause the parcel to roll or not maintain the integrity of the packaging during processing)

USPS also announced rate changes for Priority Mail, USPS Ground Advantage, Media Mail, Signature Confirmation and Domestic Insurance. The eBay shipping calculator will be updated July 13 so you can evaluate how these rate changes may impact your shipments on eBay Labels.

To accommodate the $4.00 Non-Standard fee, eBay will be adding the capability for sellers to indicate if their packages are irregular or non-standard both in the listing flow and when purchasing labels through the site to make sure the correct rates are displayed and charged.

Also on July 13, you will be able to indicate if you are shipping an irregular package in both the listing and label purchase flows on eBay. If your package meets the criteria for USPS Nonstandard Characteristics, your displayed rate will include the appropriate fee.

Of course, while it's not included in the announcement, it's worth noting that eBay stands to benefit from USPS rate increases and additional fees due to the fact they define Gross Merchandise Volume as "the total value of all paid transactions between users on our Marketplace platforms during the applicable period inclusive of shipping fees and taxes."

That means when shipping prices go up eBay gets an automatic GMV bump from the increased prices without actually having to actually grow sales on the platform, artificially inflating this important financial metric for quarterly earnings reports.
