eBay, Amazon Sellers Perplexed By Sudden USPS Rate Changes

Sudden USPS rate changes have left online sellers scratching their heads ahead of official changes slated for July 12th.

eBay posted an announcement on May 18th, effective that same day, advising sellers that prices for some Ground Advantage shipments would be changing, but strangely only for a three week period.

USPS® Rate Update

USPS has announced a temporary price update for some Ground Advantage shipments effective May 18th, 2026 to June 7th, 2026. These changes apply to USPS Ground Advantage rates when you purchase labels through eBay Labels.

Rate update highlights:

Overall, this update lowers costs for many 2–5 lb shipments, though changes vary by weight and zone.

  • 2 lb packages: Rates increasing for Zones 1 and 5–8 by up to $0.87, and decreasing for Zones 2–4 by up to $0.12
  • 3–5 lb packages: Rates decreasing for Zones 1–8 by up to $1.39

eBay did not provide any further explanation for why the rates are changing and why only for a short period ending before the next official rate change which is set to take effect July 12, 2026

USPS July 2026 Competitive Rate Changes Target Bulky, Lightweight Packages
USPS Competitive rates are changing in July, with new lower dimensional weight divisor tilting impact toward light but large shipments.

USPS will be doing away with ounce-based rate differentiation for published Commercial USPS Ground Advantage prices at that time, but said that those with negotiated rates would be exempt, leaving questions about how that would affect labels purchased through marketplaces.

Meanwhile, Amazon sellers are reporting a sudden jump in Ground Advantage and Priority rates that look as if rates were switched from Commercial Plus to Commercial Base pricing.

A post in the Amazon seller forum compared the new higher rates to what they were still seeing through eBay and Shopify:

I know there was a USPS price increase starting last month, but just last week I shipped with USPS Flat Rate Envelope for $7.99 and yesterday it was $11.66 for the same thing. Here are some others as well to compare.

I do see the rates I'm seeing now are the published commercial rates on USPS site, but my eBay and Shopify rates are still cheaper.

While several sellers in that thread initially believed the pricing was a glitch or error, a moderator eventually replied saying:

I shared this thread with our partner team, and they confirmed that the rates being offered are accurate. They appreciate your feedback and I will continue to pass on any questions.

But beyond that, no other explanation for the sudden increase has been provided.

Both Amazon and eBay have negotiated service agreements with USPS but the terms of those agreements are not disclosed publicly, so it's likely in both cases these changes could be being made due to updates in the respective NSAs.

The updates come on top of the additional 8% "temporary" fuel surcharge that went into effect in April and will remain until January 17, 2027.

As always, shippers who sell on marketplaces like eBay and Amazon, will be a particularly impacted by any rate increase as selling and advertising fees may be charged on total transaction amounts including tax and shipping, resulting in a de facto fee increase that will eat even further into margins.

And not only does eBay collect more in Final Value Fees and Promoted Listings ad fees when shipping rates go up, they also get an unearned bump in Gross Merchandise Volume for their quarterly earnings reports that artificially inflates these important financial figures.
