Ship With eBay Expands To $500 For Select Users As Sellers Report Business Policy Overrides
eBay is expanding its Ship with eBay managed shipping program to higher-value listings, loosening eligibility criteria and introducing new drop-off options, even as some sellers report the program overriding business shipping policies that should make them ineligible.
A comparison of eBay's current Ship with eBay help page with a previous version from September 25 shows the maximum Buy It Now price has increased from $200 to $500, while sellers using Seller Hub or enrolled in eBay International Shipping are no longer automatically excluded. Sellers using business policies or accounts registered as businesses remain excluded.

After limited testing earlier this year, eBay began rolling the managed shipping program out to more U.S. sellers in September.

For buyer-paid shipping, eBay collects the shipping charge and pays the carrier directly. Sellers can alternatively offer free shipping, in which case the label cost shown when the listing is created is deducted from their account after the item sells. Either way, sellers are still charged Final Value Fees on the full amount paid by the buyer.
The higher $500 price limit also raises questions about shipping protection, as eBay's separate Shipping Terms and Conditions still carry a September 21 date and limit eligibility to fashion items priced at $200 or less, with coverage for lost or damaged shipments capped at the lesser of the purchase price or $200. It's unclear whether eBay has expanded that coverage in practice without updating the published terms.
Shipping protection costs are already a growing concern for the company, with transaction losses rising from $86 million in Q2 2025 to $133 million in Q2 2026, partly attributed to higher consumer protection losses associated with shipping programs and customer experience improvements.

The expansion also introduces a new shipping option that uses local businesses as eBay drop-off locations in select U.S. cities, separate from the traditional USPS and FedEx services already offered through Ship with eBay. These new locations are described as a lower-cost option for eligible listings, with a maximum package weight of 25 pounds and volume of 2.4 cubic feet, compared with the 70-pound limit for USPS and FedEx shipments, but participating cities, businesses or logistics partners have not yet been identified.
Sellers will be shown a map of eligible drop-off locations when creating a shipping label and must use a location compatible with the assigned service. While eBay says sellers who cannot conveniently reach a USPS or FedEx location may arrange for carrier pickup, those assigned an eBay drop-off location are instead advised to cancel the transaction and explain the situation to their buyer if none of the participating businesses are convenient.
This would likely fall under eBay's established process for cancellations due to an "issue with the buyer's address", which provides protection against transaction defects and related negative feedback, though sellers have reported difficulty getting those protections consistently applied. Canceling still leaves the buyer without their purchase and provides no clear solution if the same shipping option is assigned when the seller relists the item.
UK sellers previously raised accessibility concerns about mandatory drop-offs under Simple Delivery, with eBay subsequently introducing carrier preferences that allowed sellers to select Royal Mail for home collection, though doing so could increase shipping costs and eBay could override those preferences in some circumstances. No comparable carrier-preference option is currently documented for the U.S. program.
The new option appears to be part of a limited U.S. test mentioned by CEO Jamie Iannone during the October 28 Q3 earnings call, when he said eBay would begin testing seller drop-offs in several large metropolitan areas during the fourth quarter.

The company plans to evaluate whether lower delivery costs and additional shipping options improve listing activity, conversion and transaction volume, while monitoring adoption, service quality and the economics of the program. eBay had previously explored similar concepts in a January 2025 seller survey including home pickup, optional packing services, drop-off lockers and even a proprietary delivery service.
Some sellers are finding that the program is taking over shipping settings even when their accounts should not be eligible. In an eBay Community discussion, seller gottahaveits reported unexpectedly seeing prepaid shipping labels on listings despite using business shipping policies, which remain explicitly excluded under eBay's updated eligibility rules. One order was assigned a FedEx label even though none of the seller's existing shipping policies offered FedEx.

The new Ship with eBay Eligibility says "If your eBay account is registered as a business, or if you use business policies or Seller Hub, you aren't eligible for this shipping experience". I use Seller Hub and have business polices and many of my listings are showing the pre-paid labels. One of my sales today had pre-paid FedEx label, none of my shipping policies do I have FedEx (for many good reasons).
After investigating, the seller determined that approximately 90% of listings created during the final two weeks of September had been affected, while other listings continued using the correct policies. They also discovered that simply opening an affected listing in desktop Seller Hub and clicking Revise without making any changes would restore the original shipping settings, but the problem returned when using the mobile app to end a listing and create a new one through Sell Similar.
The seller reported contacting eBay support and being told the program should not have been applied to their listings, but the problem continued despite multiple technical reports. Following an update to the iOS app, the seller said on October 30 that creating or editing listings through the app was increasingly defaulting to Ship with eBay, sometimes changing package weights and dimensions in the process.
An Instagram post from eBay Seller Circle host and Colorado Reworn owner Liz O'Kane showed another U.S. seller's listing with an existing USPS Ground Advantage business shipping policy selected and a warning directly underneath stating:
"Simple Delivery will override your domestic shipping policy."
Simple Delivery is the name eBay uses for its UK managed-shipping program, but the U.S. listing interface appears to recognize an existing business shipping policy while warning that it will be overridden, despite eBay's help documentation explicitly excluding sellers who use business policies.
Affected sellers have contacted eBay customer service and opened technical support tickets as the company works to resolve the issue. Relatively few complaints have surfaced so far, making it difficult to determine how many accounts are affected, and no permanent fix or estimated resolution date has been announced as of October 30.
