eBay Quietly Ends Classified Ads Outside Vehicles, Leaving Digital Goods Policy Gap
eBay has quietly ended Classified Ads in non-Vehicle categories, removing a longstanding listing format that was still used for some business sales, services, travel listings and certain digital products.
The company’s Selling with Classified Ads help page now says new Classified Ads can no longer be created outside Vehicle categories, while existing ads will end or stop renewing at their next renewal date.

You can no longer create new Classified Ads in non-Vehicle categories. Existing Classified Ads will either end or stop renewing when they reach their next renewal date. The Classified Ad format is now available only for Vehicles.
eBay does not appear to have announced the change through Seller News or Community announcements, and several help, policy and developer pages still reference the old format.
That includes fee guidance listing Classified Ads as available in select Business & Industrial categories, Specialty Services, Travel and several Everything Else categories, including Information Products.
Classified Ads previously cost $9.95 for a 30-day listing and did not carry a Final Value Fee. Rather than completing the transaction through normal eBay checkout, interested buyers contacted sellers through the listing and the two sides handled the transaction directly.
But eBay’s current Electronically Delivered Items policy still tells some digital-goods sellers to use exactly that format. Sellers not approved by eBay to offer electronically delivered items outside designated categories are instructed to list them in Everything Else > Information Products using Classified Ad format.

The policy includes exceptions for electronically delivered tickets, domain names, digital trading cards and online gaming virtual items, while NFTs have separate eligibility and listing requirements.
Those exempt categories are not directly affected by the Classified Ad removal. For other electronically delivered products that do not qualify for an exception or eBay’s approved seller program, however, the listing method eBay still tells sellers to use appears to be gone.
A separate Compilations of Information policy has the same problem, requiring products including eBooks, templates, images, screensavers and other printed or electronic files to be listed in Information Products using Classified Ad format. eBay also still maintains a guide for selling digital products that walks sellers through selecting Classified Ad and explains that eBay acts only as a lead generator for those transactions.
Sellers were still being given the old guidance as the change rolled out. In an eBay Community thread started September 22 about selling an ebook, members directed the seller to Everything Else > Information Products and Classified Ad format, with a Community Mentor giving the same instructions on September 27.

eBay has not provided an effective date, though the updated help page was indexed with the new language by late September.
The company has also been moving its vehicle business away from a traditional classifieds model. In a March 2026 investor presentation, the company said its Caramel acquisition had “transitioned vehicle purchases from classifieds to a secure, end-to-end transaction model,” allowing eBay to handle more of the transaction directly through Secure Purchase.

Classifieds once represented a much larger part of eBay’s business. Under pressure from activist investors Elliott Management and Starboard Value in 2019, eBay launched a broader strategic review of assets including StubHub and eBay Classifieds Group as part of a push to focus more closely on the core marketplace.
That restructuring ultimately led to the sale of both businesses, including a 2020 deal to transfer eBay Classifieds Group to Adevinta. The Classified Ad format continued to survive inside the main eBay marketplace long after the standalone Classifieds business was sold, but is now limited to Vehicles only.
eBay has not explained what sellers whose current policies still require Classified Ads are supposed to do instead, or whether those policies will be updated to provide another listing method. The company had not responded to a request for comment as of publishing.
