While there's really nothing else new in this announcement, it's interesting to note what eBay chose not to include - like the most recent Marketing Terms update that went into effect on February 2nd and how the introduction of "item compare" in search will impact sellers who use Promoted Listings.

Sellers in the UK and Germany were also reminded of last months' announcement of the expansion of the Circular Fashion Fund and encouraged to check out eBay's 2025 Recommerce Report.

And German sellers were also notified of a new Growth Portal for managing co-funded voucher offerings coming in March (translation by Google).

What's changing?
With the introduction of a framework agreement for product-based voucher campaigns, you can now manage your co-financed campaigns even more flexibly and transparently. Here's an overview of the new features:

  • One-time approval, and you're done: You no longer need to specify which campaigns you want to implement each month. With the new framework agreement, you can simply approve your desired voucher promotions.
  • More control: Exclude specific offers from your campaign up to 48 hours before the campaign starts, directly in the growth portal.
  • Clear overview : Keep track of your vouchers throughout all campaign phases.

Your advantages
These new features will reduce your workload and give you a better overview of your voucher campaigns in the future. You will also benefit from:

  • more flexibility in the design of discounts,
  • more clarity regarding the campaign conditions and your share of the co-financing,
  • More transparency and control over which items you showcase.

The next steps
From March 2026, your product-based voucher promotions will be offered in a new format with a framework agreement. This document also contains the updated terms and conditions of participation.

eBay announced a similar program for Canada last month as well as sellers in all markets are advised to read the fine print - specifically regarding the fact that you will be paying Final Value Fees and Ads Fees (if applicable) on the full, non-discounted amount of the sale if you participate in eBay's co-funded coupon events.
