eBay seller Liz O'Kane from Colorado Reworn is hosting a Seller Circle meetup about recently announced Promoted Listings ad attribution changes with eBay Ads Senior Product Marketing Manager, Kye Mou, on hand to answer seller questions about the controversial update coming to the US in January.

eBay recently made HUGE updates to their Promoted Listings General attributes, sparking a LOT of conversations among sellers. For this Seller Circle, I've invited Kye Mou, the Senior Product Marketing Manager at eBay Ads to walk us thru these changes and answer questions.

The session will kick off with a brief introduction, leading into a comprehensive overview of what's changing with eBay's Promoted Listings General for 2026. We'll address a variety of questions that have surfaced within the Seller Community.

The chat will be open for everyone to chat during this time, and a moderator will be present to actively manage the Q&A section so attendees will be able to ask their own questions.

After the presentation, there will be a chance for participants to engage in a thoughtful dialogue with questions and comments.

This event is scheduled for 2 hours, but my hope is we can get clarification, our questions answered and done in 1.5 hours.

Kye Mou joined the eBay ads team last year after 10 years shaping and leading ad strategies at Google as a Group Product Marketing Manager, Google Ads.

O'Kane also posted an invitation to sellers on her Instagram page, saying she knows this is a heated topic and sellers are upset about the changes, but this event will be a respectful conversation and a chance for sellers to get clarification and have their questions answered.

Sellers have also taken to the eBay community forum and social media to express their outrage over the new Promoted Listings ad attribution policy which will massively expand the number of sales on which eBay will collect ad fees without providing any significant increase in sales or return on investment for sellers.

eBay Promoted Listings Ad Attribution Changes Coming To US & Canada In 2026
eBay is making major changes to Promoted Listings ad attribution for US & Canada in 2026 as revenue generating desperation grows.

The new model mirrors updates rolled out in Germany in February and UK, Australia, France, Italy and Spain in June, stating General cost per sale ad fees will be assessed for any sale where any user clicked on the promoted version of an item in the last 30 days - even if that isn't the person who ultimately ends up making the purchase!

While sellers should absolutely take every opportunity to engage directly with eBay to provide feedback about the new policies, eBay has historically been swayed more by public efforts to advocate for change - so don't stop making your voices heard across social media and other avenues outside of corporate controlled "walled-garden" forums and events as well.

Sellers who believe eBay's new ad policies are unfair or may constitute deceptive business practices are encouraged to file a report with the FTC.

The form may be temporarily down during the government shutdown. If so, you can bookmark the link and send in a report as soon as it is back up again.

Don't be thrown off by the FTC reporting form and website mentioning fraud - you can select "unfair/deceptive business practices" as the reason for your report.

Pro Tips For Reporting eBay's Ad Practices


You are protected: The FTC does not share identities of those who file reports and you can request confidentiality in reports to AG's offices as well - tell them "I have an active eBay seller account” and request anonymity if you have concerns about retaliation.

Stay calm and factual: regulators notice transparency issues before they notice outrage. Provide as much detailed data as possible about the estimated impact these changes will have on your specific business.

Support and encourage fellow sellers: encourage other sellers who will be affected to also file their own reports.

Share examples of your reports either privately or publicly to help others navigate the process and feel more comfortable with advocating for themselves and others.

Remember, the more sellers who file, the more reasons the FTC and other authorities will have to possibly investigate and act.
